Yes, It is the most likely cause. Did you carefully inspect your solder joints and are the 2 required resistors installed? Mine came with them installed but yours may not be. If they are not on the board there is now mouse circuit. When you turn the CMM2 on does the mouse light come on? If it does not it could be a USB-only mouse, the resistors could be missing or you have a bad solder joint.
