Are the "Bad board" readings taken with both F1 & F2 removed and no speaker?
With both Q1 & Q2 collectors disconnected it will be easier to see what the rest of the circuit is doing.
Because R20 feeds the output voltage back to the input the effects of a fault go right around the loop. If the voltages change significantly with both fuses removed it suggests either Q1 or Q2 has a problem.
