Hopefully fixes the crash when telnet disconnected. Add new parameter to WEB NTP, and WEB TCP CLIENT OPEN
The 3rd parameter is an optional timeout - defaults to 5000
WEB NTP [timezone [,address] [,timeout]]
WEB TCP CLIENT CONNECT address, port [,timeout]
WEB TCP CLIENT CONNECT address, port [,timeout]
