You can control VLC from a command-line.
I use that to schedule audio playback. The program I wrote will not be of any use to you but you could do something similar. I wrote it 8 years ago so my memory of any steps I went through are vague.
The command-line starts VLC as a server. The actual commands are then sent though TCPIP.
