On a CRT that might work. Although the trace written will have traveled a bit between the 2 OUT's, in essence you are creating a 1280x480 (not exactly, it is only 1280 when you have the times identical).
But for LCD this will most likely not work. That LCD has an ADC that samples the video. There are 2 options:
1/ The ADC detects 1280 since there are more transitions than 640. But it can not do 1280x480 since that is not a known format, so t will not sync.
2/ The ADC samples in the middle of the "pixel". Since the time in MSB is longer, it will sample MSB only, and it will not see MSB of the color.
