I have a "8W" USB aquarium heater (NTC type) that takes 1.5A via one. The socket does warm up slightly. I think the official rating for a USB-A cable is 3W. Actually, it's a double socket but the air pump in the other one only takes about 100mA. I'm not sure if that's a usage case that the USB committee had in mind. :)
