silly questions but ....
power on the I/O board?
on the right UBW32 pins?
right cables on the right pins?
do you still have the pullup resistors in circuit?
declare a pin as counting input and couple the sda and scl pins to it one by one to test if you are getting pulses on the line. You should be able to approximately predict the count. slow the I2C speed down to do the counting. dont forget the resistors
