That looks like a keyboard problem. The OPTION KEYBOARD commands are correct.

Looks like what I was doing after trying Madri beer, the other night...totally messed me up

whit teraterm it does the chines char but whit putty it works some how

You've definitely got some settings wrong then. Either that or that particular keyboard is sending some funny codes.  :)
