Can someone help me with PLAY TONE values to give a click sound for a rotary encoder background sound on a picomite program?

For tick sounds you can use a DOUT and PULSE GPx,2 to deliver a tick to to the amp input via a small capacitor. The best value depends on the amp input impedance. Start with 100nF.

You may be able to avoid using a GPIO pin by connecting the capacitor directly to one of the rotary encoder outputs.
Or perhaps use 2 caps. - one to each encoder pin.
