i build one of the tl084 charge controller and i can get the low side to kick out but i cant get the high side pot to do anything

Your question sounds like one of frustration.
The information you give is a bit vauge.(bit like why didnt my car start last Tuesday??)
What voltages do you read on the outputs of each opamp.
Then what voltages do you get when adjusting the high side. Is there a difference?
What is your battery voltage?

A quick look at the schematic i question if the resistors on the base pin of the BD139 transistor are shown around the right way.
I will leave that to be answered by someone more fluent with this circuit.

ok i got it fixed. i just went ahead and built another board with all new components and now its working, so i either had something bad or a bad connection somewhere
