Notice. New forum software under development. It's going to miss a few functions and look a bit ugly for a while, but I'm working on it full time now as the old forum was too unstable. Couple days, all good. If you notice any issues, please contact me.

If you reset the bios to default settings you will need to check and possibly change the boot drive and hard drive settings in the BIOS (I would check all settings to see if they seem correct for what you want) and then save them before you exit the BIOS.
For the Battery check the voltage when it is powered down and in circuit to see if there is anything dragging it down.
As per the make sure it can't accidentally be inserted upside down (I think the manual shows the correct way to insert it).
If none of that helps then you might be looking at faulty cmos memory (in both boards) as Microblocks suggested.
Try the other things first and let us know what you find.

Battery is in correctly, I have the boot drive set OK. I will go to a computer shop in town tomorrow and ask some questions, he recycles old computers so maybe has another MB complete. Paul."It is better to be ignorant and ask a stupid question than to be plain Stupid and not ask at all"

I had the impression, power has to applied (with a reset jumper in place) to actively set it. ( just a thought, no liability accepted )

@chronic
There is usually a jumper, power sequence to reset the bios password, not the RTC, it is meant to be user settable through the BIOS (if the battery goes flat, DST or TZ changes.

There is a jumper for password reset, sometimes there is a jumper for BIOS reset but on this board the jumper pins are not installed and there is a track on the board shorting out the NORMAL pins."It is better to be ignorant and ask a stupid question than to be plain Stupid and not ask at all"

I had left it for a while still convinced it had something to do with the cmos battery. Then the owner called in and said he had contacted the person who built it and he would take it to him. He called back to say all was fixed and it was the cmos battery. I got this persons phone no. and will ring and find out more. I have replaced batteries before, no problems but this MB had been 'tweaked' so it could be turned off without using the front panel on/off and would come on again with no error message and the 'Power' option in the bios had been set to come back on after power failure, so that the jukebox could be switched on and off at the wall socket. I don't think this could have been the problem, but! Paul.
edit Oh yeh, Dell't....very good.Edited by palcal 2018-08-14"It is better to be ignorant and ask a stupid question than to be plain Stupid and not ask at all"
