I have a wireless mouse that works OK on my Win7 Desktop, I have a similar desktop running Win XP the mouse works OK if I plug it in while the computer is running but every time I switch off and then on I have to remove and reinsert the device in the USB port. I tried different ports and checked it in Device Manager and all seems OK, it seems as if it is not initialising on startup.
This computer is in a Jukebox I have built and I have set the Power in BIOS so the computer can be switched on and off without using the Start button, ie when power is removed and reapplied the computer resumes in its last state. I don't know if this would affect the mouse because the computer is not shutting down as it is meant to.
Any ideas.

You could put a switch in the USB 5V line going to the mouse receiver and have it on a delayed startup.
I have done stupid things like that in the past when I needed a specific startup sequence.
Good use for a 555.

@TassyJim
The reason it is like it is , is to make it easy to switch on. The power switch I have on the front panel switches on the control panel lights, the computer and the Amplifier. I was thinking maybe there was something I could put in the Start Menu to initialize the mouse.

edit... here is a link to a very bad video I took in a hurry, and I took it landscape.

@Boppa
Yes I built it from the ground up, I'm a bit better at this sort of stuff than I am at coding Micros. It was built from an article in Silicon Chip back in 1996. I made several changes, like the control panel that was not on the original. I built the Amp. it is an SC480 the same as the old ETI480 but uses plastics instead of TO3s. I stripped a desktop computer and mounted the Motherboard, Power Supply, and Hard Drive inside. It is easy to use and sounds great. It also has Bluetooth so songs can be played from a phone and an aux. input for CD player or microphone etc.

Edit...here are some pictures of the build. The MB is on the left wall then the computer power supply, the HDD is behind that and on the right is the Amp. and it's power supply.

Edit. If it were on a table for example the lights project all around the room.Edited by palcal 2018-10-25

@Bigmik
Not a silly question at all, I didn't bother as this computer is identical to the one in my Workshop and the mouse works on that. I ripped all the boards back out today, I forgot to lacquer them and here near the beach corrosion is a problem. I will try another mouse.

OK the problem with the mouse is because I am just switching the computer off without shutting down. I want it like that to make it easy to use. Just turn it on, windows starts and loads the Jukebox program and when finished just switch off. I think I can overcome the problem by using TassieJim's idea of delaying the start to the mouse receiver. I am gong to make up a short USB extension lead and I will make a delay using a 555. Should only need the 555, a cap and a resistor and encapsulate it in the middle of the lead, here's hoping.
